SINGAPORE: Tengah home owners who subscribed to the centralised cooling system will pay a reduced chilled water usage rate for the second quarter of this year.

The chilled water usage rate from April to June will drop by 7.5 per cent compared with the previous quarter, national grid operator SP Group said on Thursday (Mar 28).

SP Group sets the chilled water usage rate of the cooling system, which is updated quarterly.

Earlier this year, residents were charged S$0.132 (US$0.098) per kilowatt-hour refrigeration (kWrh), before GST, for the use of chilled water.

From Apr 1 to Jun 30, the chilled water usage rate will be reduced to S$0.122 per kWrh, before GST.

SP Group also announced an additional six-month warranty for customers who have collected or who will be collecting the keys to their flats on or before Dec 31 this year. The warranty - which is in addition to the standard 12-month warranty period - will cover the centralised cooling system's piping and trunking within flats.

Tengah is Singapore's newest town and the first public housing development to roll out the centralised cooling system.

It is touted as a sustainable alternative to conventional air-conditioners, removing heat from flats by piping chilled water into homes from centralised chillers.

However, some home owners have complained about issues such as water leaking from the centralised cooling system.

SP Group and air-con manufacturer Daikin have been working to fix the reported issues since the second half of last year.

And as part of a goodwill gesture, SP Group had decided to waive all centralised cooling system usage charges for Tengah home owners from November last year until the end of 2023, as well as lower the usage rate to S$0.132 per kWrh from Jan 1, among other measures.

SP Group previously attributed workmanship issues to construction constraints due to the COVID-19 pandemic, which resulted in the Housing and Development Board's (HDB) accelerated timeline to hand over flats to residents.

It said it did not have sufficient time to perform checks and ensure that the cooling system ran smoothly before residents of earlier batches of flats collected their keys.

In Thursday's announcement on the chilled water usage rates, SP Group said it will continue to work closely with Daikin to "ramp up resources in handling teething issues and workmanship challenges that impacted some of our customers".

"We have resolved a majority of the condensation issues, and our priority is to address and resolve all outstanding issues expeditiously."

As of end-January, residential blocks in three Tengah precincts - Plantation Acres, Plantation Grange and Plantation Village - have been completed.

The latest Build-to-Order project to have been completed - Plantation Village - has 15 residential blocks. About 92 per cent of those who booked flats there have collected their keys, according to HDB on Mar 9.
